I think in this song Helen Reddy defends female empowerment because she says this, and this it makes me think that is speaks about women being able to participate in decision-making and power, just as men do.

This song became in 1975 the official hymn for the International Year of Women promoted by the UN and that we celebrate every 8th of March  since then.
